Gets whether new debt collection cases can be created. If false, Go.Web.ExternalApi.Controllers.DebtCollectionController.GetAvailableInvoices(ODataQueryOptions{GoApi.DebtCollection.DebtCollectionInvoice}) and Go.Web.ExternalApi.Controllers.DebtCollectionController.Save(GoApi.DebtCollection.DebtCollectionCase) will throw a SecurityException.
